LIAO, P.E., G.E.
Senior Geotechnical
Engineer
As Senior Geotechnical Engineer, Ying-Chi Liao
contributes more than 26 years of geotechnical and environmental engineering
experience. He received his Master of Science Degree in Engineering from
U.C. Berkley in 1985. Ying-Chi is responsible for the day to day management
of MatriScope’s geotechnical
and environmental engineering department and related material testing, client
consultation, preparation and review of technical reports. He is responsible
for preparation of soil recommendations related to building foundations,
pavement designs, slope analysis, retention ponds, slurry walls, monitoring
piezometers and settlement gauges, and other aspects of soil related construction.
Additional experience includes deep foundation design and construction including
pile driving, drilled piles, pile load testing, and preparation of related
technical reports.

RANDALL
L. LEONG, P.E., G.E.
Senior Engineering Manager
As Senior Engineering Manager, Randall Leong contributes more than 30 years
of geotechnical and construction materials testing experience. His current
responsibilities include mentoring of technical staff and participating as
a project consultant on an as needed basis. Randall's background includes
extensive experience in laboratory and field testing of soils, concrete,
aggregate, steel, and asphalt concrete. Responsibilities include supervising
preliminary site studies for the design, planning, and improvement of residential
subdivisions, commercial, public facilities, bridges, wastewater treatment
facilities, and underground utilities. Randall has extensive background in
the preparation of specialized product evaluation through the monitoring,
load testing, and reporting of tests conducted on construction products and
building features.

OSAMA SAAD EL-FIKY, P.E., G.E.
Geotechnical Engineer / Project Manager
Osama Saad El-Fiky contributes 21 years of experience in hands-on project management, geotechnical engineering, and laboratory engineering and supervision. Mr. El-Fiky is sufficiently experienced in laboratory management, related to assuring the quality of material testing, performing geotechnical engineering studies, and geotechnical consulting. His project management experience consists of proposal preparation and management of projects during construction, including the CDCR California Healthcare Facility project in Stockton, CA ($900M). Mr. El-Fiky also has specific expertise in conducting and managing geotechnical and construction investigations, including analysis and assessment of materials. His experience includes design recommendations related to lime/cement treatment, driven piles, Tubex piles, drilled piers, tiebacks, rock anchors, soil nails, mat foundations, compaction and chemical grouting. He also performs slope stability analysis, Cold Foam Asphalt mix designs, and provides recommendations to address unforeseen construction issues.
