Senior Project Manager
As Senior Project Manager, Larry Bell is responsible for managing projects and developing new business opportunities. He participates in the assignment of field staff to key projects, and assists department managers in developing fee and scope proposals. His past experience as an Inspector of Record for the Department of Energy and extensive construction inspection expertise provides the background for his role in coordinating new project start-ups with our operations department and participation in project pre-construction efforts and progress meetings. With 30 years of experience in the construction inspection industry, Larry establishes, promotes, and assures quality on all assigned projects and work performed by our staff. Larry is an associate member of the Association of Commercial Real Estate (ACRE).

CARLA
COLLINS
Business Development Manager
As Business Development Manager, Carla Collins is responsible for marketing, new business development and project management related to design and on-going construction projects in the public and private market segments. Carla manages MatriScope’s lead tracking system and market reporting databases and is responsible for new business development opportunities, maintaining client relationships, promoting teaming opportunities, preparation of proposals, contract management, and project administration activities related to geotechnical, environmental design and construction inspection services. Carla is actively involved in the industry. She is an associate member of the Association of Commercial Real Estate (ACRE) and on the Developer’s Showcase committee, and has student memberships with Urban Land Institute (ULI) of which she is the Secretary and Social Chair of their Young Leader's Group and American Public Works Association (APWA). In addition, Carla is active in the Events Committee with Sacramento Area Chamber and Trade Organization (SACTO). .
